The Study Of The Contradiction And Coordination Of Land Use Planning And Urban Comprehensive Planning Of Xinzhuang Town

Comprehensive Land Use Planning and Urban Comprehensive Planning(referred to as “The Two Planning”), which means that the integration of them in planning targeting, planning scale, planning boundary and planning order. But under the current system, the departments of “The Two Planning” are lack of coordination and overlapped in the space, this kind of situation weakens the regulative ability of space resource of urban and rural, so the study of “The Two Planning in one” has become the key.In this essay, on the basis of the document research and field research, with the induction of the research methods such as case analysis, GIS spatial analysis, questionnaire survey and so on, with the theoretical and practical analysis of “The Two Planning in one”. This essay will use the Xinzhuang Town in Changshu City as a case, researching the conflict and mechanism of “The Two Planning”, in order to explore the solution to solve “The Two Planning in one”, and then give a reference for the layout optimization of the urban and rural and the effective utilization of rural land resource.Firstly, by the analysis and research the background and significance between the “The Two Planning”, in order to analyze and research the experience and method of domestic and foreign cities to coordinate the “The Two Planning”, learning from the foreign planning, studies from microscopic level and operational level are the key to solve the problem of “The Two Planning”.Secondly, with the case research of Xinzhuang town, I found that there are various conflicts in the “The Two Planning”, such as the data base, statistical specifications, and target dates of planning, planning period, the place category recognized, and planning boundary and so on. The analysis of its cause show that theAt last, from the perspective of the government, provide the path selection for the “The Two Planning in one”: through unified goal orientation and guiding ideology to clarify the planning position, through unified the data base, statistical specifications, and target dates of planning, planning period, the place category recognized to unify planning scale, controlling the bottom line to achieve unify planning boundary, construction of static and dynamic collaborative mechanisms to achieve the guarantee of “The Two Planning in one” of administrative protection, legal protection and practice security. The correct position, the moderate scale, the unified boundary, and the good order are not only the core of “The Two Planning in one", but also the basis for and key to comprehensive improvement of urban space.
