International Comparison Of China’s Energy Strategy And The Effect Evaluation

Exploitation and stable supply of energy resources are directly related to economic development and national security of a country. In nearly 30 years, despite the growing ability of energy supply, the constant optimization of energy consumption structure, the smooth advance of energy management system and significant energy saving effect, there are still four energy dilemmas:(1) abundance in total energy resources with small per capita possession; (2) demand for high-quality energy with serious shortage of domestic supply; (3)energy shortages with energy inefficiency;(4)serious environment pollution with pollution caused energy structure. Thus, the future energy efficiency improvement, diversified energy resources, energy security and coordinated development of energy-economy-environment are becoming pressing problems. These are also strategy problems of breaking through energy constraints and achieving sustainable economic development.The US, Russia, England and Korea and other world economies all have attached importance to energy strategy, and have experienced success and failure, therefore taking the energy strategy evolution of above countries as a research angle to tap the inadequacies of China’s energy strategy. This report is expected to be helpful for constructing future energy strategy frame in China.Based on the three stages division of Chinese energy strategy, this article compares the energy strategy evolution of these five countries from the perspectives of energy saving and energy efficiency, new energy substitution, fossil energy supply security and energy environment, And use ZA approach to test the breakpoint of the indicators data, and give the recommendations for the strategic adjustment of energy.In terms of energy saving and efficiency, in accordance with the "discriminating liability principle", planning and management of energy conservation and energy efficiency targets, increase the energy efficiency product into government procurement plan of investment and the construction of major projects of science and technology; In terms of new energy alternative, multiple, adhere to the new energy policy design in attaches great importance to the market mechanism and to focus on other aspects, improve the new energy industry chain; On fossil energy supply security, oil reserves and reasonable planning works, reduce the risk reserve, establish a mechanism for natural gas and coal reserves; In terms of energy and environment, reduce carbon emission, and focuses on the development of new energy at the same time but also to the reduction of fossil energy.
