With the development of market economy and continuous reform power industry,the State Grid Corporation proposed corporate strategic objectives of constructing "strong power grid,high quality asset,high quality service,excellent performance".And in the development strategy,the State Grid Corporation put forward to construct the intensive management of human resources,financial,material,build the development system of major planning,grand construction,big operation,big maintenance and big marketing,that is "three sets of five big” development system,realize the transformation of the mode of development of the company.In addition,with the deepening of electric power system reform and the process of marketization,electric enterprises focus gradually transfer from production to change the service model,which will focus on customer needs to restructure,enterprise business philosophy also began to transfer from taking as the center to the customer.The marketing of electric power enterprises is becoming more and more important.At present,the market of power company is not fully developed,together with the fierce competition in the energy,which bring electricity company a enormous challenge.These requires power companies to change the marketing concept,improve the marketing model,research marketing strategy,use more effective marketing tools to establish a marketing model to meet the needs of the customer.In order to improve the quality of service,Liaoning province changes the mode of electric power marketing,implements a new power marketing project of integrated charging platform.This paper takes Liaoning province as an example,analyzes the actual application effect of the new project,and provides a reference for the improvement and innovation of the marketing management model.Firstly,we expounds the background and application effect evaluation of significance of the implementation of integrated charging platform project of Liaoning province,and introduces the status of domestic and foreign research on the field of power marketing and effect evaluation.Subsequently,we introduce,in detail,the related theories and methods of power marketing and effect evaluation,including the basic concept and content of power marketing,the model and its characteristics of power company marketing,the basic concepts,principles,steps,methods and significance of the effect evaluation and so on.Then,based on content and characteristics of integrated charging platform project and the principles and proceed of construction of effect evaluationindex system,we establish effect evaluation index system of Liaoning province integrated charging platform project,including meter reading effect,charging effect and social effect.Then,based on analytic hierarchy process and fuzzy comprehensive evaluation method,we establish a evaluation model to study the application effect of the integrated charging platform project in Liaoning province,and expounds the process of modeling.The focus of this study is based on AHP-fuzzy comprehensive evaluation model to analyze the application effect of integrated charging platform project: start by hierarchical analysis to determine the weight of indicators;then,analyze each index based based on the actual operation of the marketing mode;finally use fuzzy comprehensive evaluation method to make a comprehensive evaluation on the integrated charging platform project,and the show a “good” level.
