Research On Risk Control Of PPP Project In Area

At present,our country is implementing the new urbanization strategy,the urbanization construction must rely on the government to invest a lot of money,PPP mode to help government departments to reduce the concentration of financial input pressure,but also an active participation in infrastructure in the private enterprise government co-ordination of public resources,finally get the target return.PPP,the public-private partnership model,refers to a private enterprise and government to participate in the completion of infrastructure construction project operation mode.It is also a way of financing.The most representative characteristic of PPP model is"benefit sharing,risk sharing,full cooperation",which establishes a win-win situation between government and enterprises.With the extensive promotion of the PPP model and the active promotion of the new urbanization strategy,the regional PPP model is more and more favored by local governments.But in the definition of standard terminology the expression has no area of PPP,we will understand the development area for city construction comprehensive development,transformation and construction of system of city unified development planning area infrastructure and service facilities,coordination,project and project cohesion orderly.Make the area a better public benefit.The major research direction of this paper is the risk management area PPP mode,area type development projects with multi participant characteristics,project,large scale,long cycle,strong comprehensive project,many uncontrollable factors,the relationship between the project and the project is relatively complex,the total risk value is not equal to the simple superposition of independent PPP project risk,so the risk portfolio management is also far more than a single item.The main research work includes:firstly,the concept of PPP mode from the area feature,operation mode,financing mode,property of the traditional PPP project for reference,considering the specific area of PPP project,refined PPP model types and operation of the internal structure,the theory system construction area type PPP model.Followed by the analysis of the unique risk of the PPP model and the corresponding countermeasures,trying to build a comprehensive risk calculation method,and from different participants to develop risk control measures.Finally,this paper takes the PPP project of the comprehensive development of urban and rural integration in H County as an example,and summarizes the research results and shortcomings of this paper.
