state-owned enterprises are in dominant position of China's economic society,which should be prepared for danger in peace time and continue to enhance their competitive strength with the aggravation of the globalization market competition.The competition of modern enterprises is mainly the competition of human resource and the selecting,managing and utilizing the appropriate personnel of ability is the eternal topic for every enterprise.The employment mode of double-track pricing system was mainly applied in state-owned enterprises and formed two groups of "active staff" and"external staff",which not only causes a serious identity recognition problem,but also leads to the many treatment and benefit guarantee problems of external staff because of the imperfect management mechanism.Based on the above situation,this paper analyzed the current situation and existing problems of external staff incentive management in state-owned enterprises,presented the design idea of the practical and effective incentive mechanism for the enterprise with rational and scientific design method by taking one state-owned enterprise of the railway industry as an example and the value and ability as the guidance from 4 dimensions,such as remuneration,promotion and development.training education,and welfare guarantee,and put forward some thinking about the aspect of respect and trust,which could achieve orderly and effective management and satisfy both the interest of enterprises and the interest of the staff simultaneously.
