"Double-track Double-object":Researches On The Mechanism Of Anti-Poverty At The Grass-roots Level Rural Area

Under the national strategy of targeted poverty alleviation,grassroots poverty management has increasingly become a focus of national and social attention,and China's unique poverty alleviation experience in villages has achieved remarkable results in poverty alleviation.the first secretary and village task force appointed by the central and local governments and the village committees formed the two governance power of "national governance" and" basic governance".How did the two achieve effective grassroots governance?What is the mechanism of cooperative governance between the two?To this end,this article proposes the concept of "dual track and double layer".Through field surveys in multiple counties,the two subjects of "first secretary and village committees" study the two-track cooperative governance of the two objects of "village-to-household",and reveal their role and mechanism.To this end,this article draws on Fei Xiaotong's "dual-track politics" and Xie Xiaoqin's "dual-track governance" to analyze the first secretary and the village committees in the main body of poverty management;on the other hand,combined with a large number of field investigations,the analysis summarizes the "village ""and "household" are two objects of poverty management,and a new "double-track double-layer" framework for the subject of poverty management is constructed.In short,the "dual track" power refers to the first secretary of.national governance and grassroots governance and the two forces of the village committees working together to solve the problem of poverty at the grassroots level,forming a "dual track"operation."Double-layer" refers to the object of grassroots poverty management,and the two objects of poor villages and poor households together constitute the grassroots poverty management affairs system.Main research content:(1)"Double-track double-layer" grassroots poverty management framework.Different from the main body of poverty management and the effect of governance that academics have paid attention to,this paper focuses on the main body and object of poverty management at the grassroots level,analyzes the origin of the main body and object of governance in poor villages,and proposes a"dual-track double-layer" grassroots poverty on this basis Governance framework.(2)The institutional reasons and practical necessity of the formation of dual governance subjects.The deterministic analysis of the village committees and the first secretary as the main body of poverty management,as well as the analysis of the grassroots governance dilemma faced by the village committees,shows the necessity of introducing the first secretary system under the escalation of the difficulty of poor rural governance.(3)The task of managing object objects.Summarize the grassroots work experience in multiple counties,and summarize the main tasks of the two levels of "village" and "household".(4)The "dual-track double-layer" grassroots poverty management mechanism.At the level of "village" and "household",the first-level secretary and the village committees summarized the grassroots governance mechanisms at the grassroots level,improving governance,promoting targeted poverty alleviation,accurate household-based policies,and serving civil affairs.The research shows that:(1)The governance dilemma of the village committees makes the arrangement of the first secretary system a reality and a necessary arrangement.The grassroots poverty management experience has made poor rural areas the first secretary and the dual governance subjects of the village committees to work together on the two objects of "village" and "household";(2)The First Secretary and the village committees have cooperated to play different advantages in the grassroots poverty management because of their own resources and governance logic.The first secretary has enhanced the village's ability to obtain resources such as projects,funds,technology,and information.The village committees can effectively take advantage of the familiarity with the village's internal information.Both have improved grassroots construction capacity and governance level.(3)The internal and external cooperation division of labor mechanism is an important reason for the achievement of grassroots poverty management.The motivation mechanism for grassroots poverty governance comes from the endogenous and exogenous governance subjects,namely the village committees,the first secretary out of their work responsibilities and behavioral motives,they exert their own advantages,and the governance object is " The village "household" level forms a relationship of division of labor and collaboration;internal and external forces participate together and interact with each other,complementing each other's strengths.
