Emergency logistics is a kind of special logistics service which needs to seek the maximization of time efficiency and the minimization of disaster loss at the same time. It needs to be evaluated and optimized taking into account time, service and cost, etc. However, improving the system with considering so many indexes often cannot cover all the aspects.Therefore, an effective, comprehensive and appropriate emergency logistics inventory management strategy for the whole community is of great significance. This paper mainly uses the idea of non-cooperative game and supply chain contract, system dynamics and the POA idea to research on the emergency logistics system under the condition of distributed inventory. Through modeling, simulation and data analysis, we validate the effectiveness of the distributed inventory management strategy proposed in this paper to manage the emergency logistics system. The main research work and achievements of this paper are as follows:(1) A two-node inventory model with unidirectional transshipment mechanism is built. We obtain the optimal solution under centralized decision-making, and prove that the model has unique Nash equilibrium order quantity under decentralized decision-making. This paper discusses the feasibility of revenue-sharing contract strategy on the unidirectional transshipment model. Finally, a numerical example is given to show that the inventory transshipment mechanism can effectively improve the profit of the inventory model and the revenue-sharing contract strategy can maximize the overall profit under decentralized decision-making.(2) Based on the preceding researches, this paper proposes a multi-location, multi-level, dynamic distributed inventory management strategy with transshipment mechanism and inventory reserve mechanism to manage the emergency logistics system. Combined with system dynamics theory, we build a SD model of emergency logistics with multiple emergency scenarios, emergency inventory reserve mechanism and responsiveness-evaluating mechanism under the condition of distributed inventory. By using VENSIM, we simulate and analyze the performance of emergency logistics model from several aspects of inventory reserve mechanism, inventory transshipment mechanism, VMI strategy, CONWIP strategy and different emergency scenarios. The simulation results show the effectiveness of the proposed distributed inventory management strategy with inventory management mechanism, inventory transshipment mechanism, VMI strategy and CONWIP strategy to improve overall performance of emergency logistics system.(3) Considering the characteristics of emergency logistics and the structure of distributed inventory system, this paper uses the POA method to build a set of performance evaluating index system from four dimensions: response capacity, service level, flexibility and cost and four modules: replenishment, transshipment, location and system.
