In the context of promoting the new urbanization and agricultural modernization,the agricultural land transfer and the development of small towns are becoming more and closer.Through the rural land transfer can focus on arable land for the development of agricultural modernization to provide a certain material basis.In the process of developing agricultural modernization,there has been a large demand for large-scale agricultural machinery,breeding,agricultural trade,rural financial services and other related industries.At the same time,it has also led to the development of a series of industries such as agricultural tourism and specialty agricultural products processing.The most suitable foothold is the small town as a service center in rural areas.Agricultural modernization for the development of small towns in the agricultural area to create a greater space,small town industrial development momentum will be more robust,the continuous development of small towns so that its infrastructure and social security system will continue to be improved,thus increasing the rural The ability to absorb the surplus labor force,which will promote the promotion of rural land transfer.Therefore,the relationship between land transfer and the development of small towns in agricultural areas can be formed in order to form a mutually reinforcing development situation.This paper begins with the study of the development of small towns in Haidong agricultural area from the perspective of land transfer.This paper first describes the status of land circulation and small towns in Haitong agricultural area of Qinghai,and analyzes the status of "scale agglomeration effect","growth pole","agricultural small town And then the qualitative analysis of the relationship between the two countries,and then the empirical analysis of small towns in Ledu District and Huilong County as an example,the author analyzes the relationship between the two countries,,Found that the land transfer in Haidong City and the development of small towns in the agricultural area of the two degree of correlation and interaction is not strong enough.On the basis of the above analysis,this paper puts forward the main problems in the development of small towns in Haidong agricultural area during the process of land transfer: on the one hand,the institutional defects of land circulation have resisted the development of agricultural modernization in Haidong City,The development of small towns in the agricultural area of the city is not enough.On the other hand,with the deepening of the land circulation promotion work in the agricultural area of Haidong City,the small towns have failed to do well with the supporting work,the urban and rural areas have lagged behind the local government Lack of functions,limited capital investment and other factors plagued the agricultural land in Haidong City,the promotion of land transfer.Through the development of domestic and foreign agricultural small town experience for reference,summed up the place worthy of reference for land property rights system,urban development mechanism,cultivate the characteristics of industry and so on.After taking full account of the actual situation of the development of Haidong City,this paper puts forward the countermeasures to promote the development of agriculture by accelerating the land circulation and then driving the small town in the agricultural area.Haidong City should improve the land transfer system,improve the development mode of small towns,Agricultural small town and agricultural modernization and supporting the work of matching,optimize the industrial layout and strengthen the small town of information construction to improve these aspects,so as to promote the work of land in Haidong agricultural land and the development of small towns to create favorable conditions,Thus forming a mutually sustainable development of the situation.
