Research On The Promotion Of Enterprise ’s Scientific And Technological Innovation Ability In Xiangtan Tianyi Economic Development Zone

In recent years,the regional economy plays an increasingly important role in the process of urbanization in China.The construction of economic development zone is the core force to promote the regional economic development.The actual situation shows that the construction of economic development zone needs to play the leading and supporting role of scientific and technological innovation.The strength of scientific and technological innovation determines the sustainable development of regional economy to a large extent,and also an important symbol of regional competitiveness.Xiangtan County,as the birthplace of Huxiang culture,has a weak foundation for economic development.Compared with other regions,Xiangtan County needs a certain gap,which needs to enhance the comprehensive competitiveness of the whole county through regional economic growth.As the only economic demonstration zone in Xiangtan County,Tianyi Economic Development Zone is the core driving force of Xiangtan County’s economic development.This paper takes the scientific and technological innovation capability of Tianyi Economic Development Zone as the research object,and through the methods of literature research and on-the-spot investigation,the author finds out the problems existing in the scientific and technological innovation talents of Tianyi Economic Development Zone,The integration of scientific and technological innovation resources is not high and the ability of independent innovation is weak and so on.The reason analysis is mainly based on the lack of effective talent introduction mechanism,lack of knowledge sharing atmosphere and intense regional competition in Tianyi Economic Development Zone.Under the guidance of Schumpeter Theory,Core Competence Theory and Competitive Advantage Theory,this paper designs the promotion plan of science and technology innovation capability of Tianyi Economic Development Zone,which can be improved from three aspects:First,from the development of science and technology innovation Enterprises,focusing on cultivating high-tech enterprises to introduce and cultivate scientific and technological innovation-oriented enterprises;second,from creating a culture of scientific and technological innovation,cultivating scientific and technological innovation awareness and building scientific and technological innovation personnel to create a scientific and technological innovation environment;Services,resources,information sharing,integrated services and scientific and technological achievements into scientific and technological achievements into service innovation platform to build services.In the end,the author has established the guarantee system for the promotion of science and technology innovation capability of Tianyi Economic Development Zone according to the specific promotion plan,which includes three aspects:First,from the improvement of investment talent,business management personnel,science and technology innovation intermediary service personnel to enrich the quality of scientific and technological innovation zone development services professional personnel.Secondly,to increase the investment of scientific and technological innovation infrastructure,to expand the financing channels of scientific and technological innovation,to increase the investment of science and technology funds,to optimize the direction of government capital investment,and to strengthen the supervision and management of science and technology funds.Thirdly,from the perfect science and technology innovation tax subsidies,the establishment of scientific and technological innovation of intellectual property protection system,improve the legal system of investment in science and technology innovation and investment to strengthen the legal environment for innovation and technological innovation.The research of the paper can provide the instructive significance for the sustainable development of Tianyi Economic Development Zone,meanwhile it can be used for reference to the development of other similar economic development zones.
