Research On The Influence Factors And Evaluation Of The Core Competence Of National Defense Science And Technology

Since the acceleration of global politics and economic integration in the 21st century, the relationship among the comprehensive national power,core competence of defense-related science and technology is more and more closely connected.It is essential for every country to increase their core ability in order to get long-term improvement and science and technology uppermost priority.Defense-related science and technology has become a focus in recent years and many scholars have groped and researched the related field.This passage is based on generalizing and analyzing the studies on defense science and technology and associated research conducted by former individuals.Furthermore,the purpose of this article is to either establish the system of Evaluation Index or build the core competence of defense-related science and technology evaluated model.The overall analysis on the influencing factor of the core competence of defense-related science and technology adds the main body and the target in national defense science and technology research study.In addition,the conclusion can both be reference and guidance to the national defense innovation related field and promote the whole development of defense scientific and technological system.This article puts emphasis on analyzing the core competence of the defense effect and the based capability evaluation model.Firstly built the mechanism model of core competence of defense effect and divided the influencing factor into five aspects to discuss namely System Security,Foundational Support,Achievement Transition,Technology Innovation,Resource Configuration.Secondly analyzed the relationship and role form among these areas to find their observed variables,then designed a questionnaire and recycled the data. After that adopted a Structural Equation Model to explain the empirical results and test the hypothesis which was caused by the action of the influencing factors.Thirdly summarized the these effect from both literature research and practical investigation in order to obtain the preliminary evaluation index system.Furthermore,screened the primary indicators by adopting the group decision-likelihood and define the evaluation index system.Finally utilized the method of Delphi combining with AHP determining indicator on the weights and constructed the evaluating pattern,then put forward the corresponding countermeasure and suggestion.This paper which attempts to combine theory with practice and integrate the qualitative and quantitative method identifies the core competence of the defense influencing factors and offers methods and approach to optimize the core competence of the defense development.
