| In the Fifth Plenary Session of the Sixteenth CPC Central Commit, the CPC has clearly pointed out that the concept of scientific development should be adopted to guide the overall economic and social development and it is essential to enhance innovation ability has become the strategic points of our country's development of science and technology and the center part of readjusting the industrial structure and changing the mode of economic growth China's economic and social development comprehensively has been addressed.As one of the high-tech industrial base that the western part of country, Xi'an Science and Technology Zone has made compelling great progress in the field of high-tech and innovation, by its unique geographical advantages and intensive intellectual resources etc. This is inseparable from always adhering to the independent innovation. Therefore, it is extremely important to make in-depth investigation of Xi'an Science and Technology Zone's innovative ability comprehensively.This dissertation applying the Marxist dialectical materialism and historical materialism to the basic concepts and methods,and using the theory with practice basic research ideas, coordinated and analyzed the high-tech zone the basic theories of the independent innovation firstly. Then in the empirical study process of the Xi'an Science and Technology Zone,pay attention to the problem from different angles in all directions thinking,and absorb the independent innovation experience of high-tech park models in domestic and international, then put forward author's own views. Xi'an Science and Technology Zone on the development of independent innovation should be concerned about several aspects: strengthening leadership of the organizations and propagandist work; improve laws and regulations to improve the investment environment; focus on innovation and the training of personnel in implementing the strategy of rejuvenating the country through science; encourage the development of science and technology innovation intermediary organizations establish; improve risk investment system; establish the dominant position of the enterprises in independent innovation; create the government and enterprises,scientific research institutes coordinated operations of the platform; deepen the reform of science and technology management. |
