The land as the basic input factors is the carrier of all economic activities, and its natural supply cannot be increased. In the process of advancing reform and opening up,the rapid development of industrialization and urbanization will result in the surge demand for construction land, the local government,in the drive of interests, will convert the already scarce arable land into construction land continuously so that the number of cultivated land conversion increase, and at the same time, directly affect the conversion of cultivated land to bring is change of cultivated land resources.China's basic national decide that arable land is forever irreplaceable, and it is also related to China's agricultural development and food security and social stability. So in the back of a continuous shortage of cultivated land resources, how to use arable land efficient to improve the production efficiency is the key problems which is worthy of our continuous exploration.excavation and study. This paper will study the influence of farmland conversion to agricultural productivity by linking the conversion of cultivated land and agricultural production efficiency, which has important practical significance. The article discusses the effects of cultivated land conversion on agricultural production efficiency in depth through the 2000-2008 panel data. This paper analyze the influence of cultivated land conversion on agricultural production efficiency from the point of view of theory firstly;and then calculate the efficiency of agricultural production using the DEA method to construct the measurement model of agricultural production efficiency by selecting agricultural production input and output index;at last study the effects of cultivated land conversion on agricultural production efficiency in depth on the basis of previous studies by the econometric model. This paper deepen the related research and provide a reference for other research.Paper structure is divided into the following sections:the first part introduce one of the concepts involved in the article and some theories, including the theory of resource allocation?the local government and the farmers' behavior theory and efficiency theory, and construct the research framework to lay the foundation for the empirical analysis; The second part analysis the agricultural production investment decision-making mechanism mainly from agricultural production investment decision proceed, and focus on the analysis of the influence of cultivated land conversion on agricultural production inputs which affect the efficiency of agricultural production. The third part is the year of the provinces of agricultural production efficiency measurement, the result indicates that the efficiency of agricultural production in China's provinces is relatively high but there is a distinct temporal and spatial differences;and higher efficiency of agricultural production area is economically developed or good natural conditions for agricultural production provinces;and the central and western regions the production efficiency changes fluctuations with time, showing a variety of changes in state. The fourth part is the core content of this thesis,it analysis detailed the effects of cultivated land conversion on agricultural production efficiency by selecting control variable and constructing econometric model, including a hysteresis effect, and panel cointegration analysis of cultivated land nonagriculturalization influence on food production and agricultural output.Research conclusion shows as following:(1)the area of cultivated land in the whole country is decreasing year by year, and tends to be stable after the year of 2006.The building occupants(arable land nonagriculturalization)proportion among the reduction of cultivated land area of four types is increasing year by year and in 2006 appears increased sharply. In recent years, the trend of cultivated land nonagriculturalization in the country is in "N" status.Because the cultivated land conversion is a kind of government behavior,so the change is relate to a series of documents on the arable land protection policy.(2)from a national perspective, the new cultivated land conversion has certain stimulative effect to improve the efficiency of agricultural production, and regression coefficients showes that farmland conversion value of each 1%increase in agricultural production and a corresponding increase in efficiency of about 0.02 DEA efficiency value. The lag model shows that a few lag data of conversion of arable land has a significant impact on the period of production efficiency, and it lags behind on the efficiency of agricultural production. But the regression coefficients showes that with the increase of time, its value is more and more small and even negative, and the affect result are differences between eastern?central and western regions.(3)in the whole, the change relationship is reverse between cultivated land conversion and food production and agricultural output, farmland conversion is not conducive to increase agricultural production and output value.
