On the basis of fully embody the integration, value, scalability and dynamic of enterprise development capability, by consulting documents, etc, preliminary constructs the evaluation index system for the development capability of high-tech enterprises in Heilongjiang province, then the related evaluation index is selected by using the method of group decision making, the scientific evaluation index system for the development capability of high-tech enterprises in Heilongjiang Province is ultimately constructed.Finally,this paper applies the entropy weight method to calculate the index system for the development of high-tech enterprises in Heilongjiang Province, and on this basis, the Topsis evaluation method is applied to calculate the relevant data of Heilongjiang Province in recent years. According to the evaluation results, the paper puts forward some suggestions and countermeasures to promote the development of high-tech enterprises in Heilongjiang province.Through the evaluation of high-tech enterprise development capability in Heilongjiang province, this paper provides the effective suggestions for high-tech enterprises about that could be better compete against the external market environment, to avoid the risk of the outside world, to ensure the effective operation of enterprises, so as to realize the sustainable development, at the same time, provides a certain decision making basis for the enterprise and the government to formulate relevant policies.
