Research On China's High-tech Enterprise Intellectual Property Capability And Evaluation

Under the circumstance of knowledge economy, the competition between enterprises has transferred from the product-making competition to the technologies,innovation-based intellectual property capability competition. High-tech enterprises are the most active marketing players, and have the special requirement for the intellectual property capability. However, for a long time,China's high-tech enterprise's technology innovation activity is characterized with high input but low output. Emphasizing the intellectual property creation process, ignoring the transforming process has seriously restricted the formation and development of China's high-tech enterprise intellectual property capability. So, it is of great significance to do qualitative and quantitative researches about China's high-tech enterprise intellectual property capability. Analyzing the influencing factors of intellectual property capability,confirming the enterprise's intellectual property capability level can assist the high-tech enterprises to make scientific policies. All these are very critical for high-tech enterprises to promote their intellectual property capability, and gain the sustainable competitive advantage.First, this paper has defined the construct of high-tech enterprise intellectual property capability, and cleared its characteristics. From the static form dimension and dynamic behavior dimension, this paper dissects the elements of high-tech enterprise intellectual property capability. Referring to the capability maturity model, this paper classifies the levels of intellectual property capability and their key process areas.Second, this paper has done a qualitative research to analyze the influencing factors of high-tech enterprise intellectual property capability by strictly following the grounded theory, and cleared the logical relationship between influencing factors. Third, this paper constructs an evaluation indicator system for high-tech enterprise intellectual property capability from the following four dimensions: intellectual property creation,intellectual property utilization, intellectual property protection, and intellectual property management. The evaluation indicator system is composed of "4 dimensions-9 main indicators-29 specific indicators".Using the improved catastrophe progression method, this paper evaluates the intellectual property capability of the chosen 15 high-tech enterprises,and has a deep analysis of the evaluation results.Finally, this paper proposes countermeasures to promote China's high-tech enterprise intellectual property capability from the government and enterprise perspectives.
