Heilongjiang Reclamation Area has been built into the Strategic Grain Reserve Base in our country, and the post-80s and post-90s are becoming backbone in its modernization development. In the context of institutional transformation in Reclamation Area, the shortage of qualified personnel occurres because of the effects of "North canton" job selection and the difficulties in involvement Cenozoic Era faced with.Besides,Cenozoic Era have to deal with a good many troubles,such as unevenness between anticipation and cruel reality,the implacable contradiction between survival goals and the existing institution and the confliction between personal identity construction and social construction. All these together cause organizational identity dilemma. This paper aims to discover developmental contradiction, which radically cause identity dilemma,by means of deeply describling workers' especially Cenozoic Era's Person-Organization Value Fit, systematically analyzing the reality and factors of organizational identity dilemma.This paper collected datas and related information through three methods including questionnaire method, literature method and interviewing method, with the help of the data analysis. The result shows as follows:(1)the organizational identity of Agronomic Employees has significant difference in gender and work life . Women's average scores are significantly higher than men's, the score in organizational identification becomes higher as Agronomic Employees' work life grows;(2) the difference in Person-Organization Value Fit is mainly reflected in two dimensions:performance orientation and social responsibility orientation;(3)Person-Organization Value Fit and organizational identification are significantly positive correlated;(4)As for organizational identity,Person-Organization Value Fit, organizational culture,the changing relationship between employees and employers are important factors.Based on high organizational identification, Organizational Citizenship Behavior is an important embodiment of the "the Great Northern Wilderness spirit" of the older generation.This paper enlighten the deep reason for the shortage of qualified personnel by means of analyzing the situation and factors in Agronomic Employees' organizational identity,and at last we provide feasible suggestions.
