With the policy of outside the country's boundary in the early days and The Belt and Road Initiative,domestic enterprises tend to go overseas to set up sub companies or offices to develop international trades,contracting various projects.This puts new meanings into those international corporations.The Tanzanian natural gas pipeline project of TY Company of CNPC is the very project that responding to the calls of the nation.How to perform better localization management,how to determine localization levels during different periods of the project and how to deeply develop the localization policy of those periods,those questions can become very challenging for this project.This thesis analyzes human source localization for the Tanzanian project by documentation methods,exampling methods comparing methods etc.Firstly,this article explains the localization theories and current situation of localization study.Secondly,it covers the localization management situation of Tanzanian project and demonstrates the significance of localization here in Tanzania by factors the put impact on human source and analysis of pros and cons.And,it studies the localization policy for different posts such as management,technique support,operating and logistics along with stage study of commissioning period and project operational period.Lastly,this thesis intends to find out the difficulties of human resource localization of the project to offer solutions and find out a proper way for localization management for this project.In this Tanzanian natural gas pipeline commissioning and operation project,localization of human source not only has become very helpful to itself,but also produces dangers and problems.However,the process of “finding problems and solving problems” is the crown jewel of every project,it helps to enlighten and direct projects in other countries or territories.
