Study On The Implementation Evaluation Of The Master Land Use Plan In KaiFeng City

The Master land use plan(MLUP) for 1997~2010 has played a profound influence on the land Management since it has been implemented. But there are many new questions and situations in its practice. The Ministry of Land and Resource made the request that the implementation evaluation of the master land use plan (IEMLUP) system should be set up in the next re-mading MLUP practice as the precondition for the re-mading. IEMLUP could analyze the implementation efects, foster to carry out the plan object, assignment and policies, enhance the implementation effects, bring forward countermeasures for plan re-mading and make the base on re-mading and management. Nowadays, with the acceleration in industrialization and urbanization,industrial structure adjustment as well as the constructions of ecological environment challenge to land resource management, China will set about MLUP rearranged from 2003 to 2020.MLUP is not only a fundamental means for realizing the macro adjustments and controls of land resource allocation, but also important measure for guaranteeing the security land resource. As more and more people come to realize the importance of MLUP, the public, society and government now pay attention to series of plan, including the plans choice, supervision on implementation operation, the final result extensively assessment.Furthermore, It is becoming research as the most weak link of IEMLUP.At present, the research on IEMLUP is a field receiving little attention in our country, researchers just concentrate on the theory, consequently,our country need badly launch to evaluation research focus on MLUP implementation. This theme take KaiFeng City as an example, launching research on evaluation theory, index system and evaluation measures of MLUP. It includes six following parts.PartⅠ:Introduction.In this part, it analyzes the background of this theme and the research meaning.Then the paper introduces and reviews domestic and international study on IEMLUP. It introduces thinking thread and frame.PartⅡ:This part illustrates the main contents of the relevant theory. After the author explores the intension and essence of MLUP, as well as the systems analysis of type,procedure,characteristics,content,construction of system ,and explains detail IEMLUP. It regards the theoretical foundation to IEMLUP ,which includes Human geography relations coordination theory,Systematic engineering theory, Sustainable development and land Sustainable use theory, Dynamical management theory.PartⅢ&Ⅳ: This part sets up a comprehensive index system and the evaluation criterion and model for IEMLUP.On the basis of the delphi method and anyalytic hierarchy process,the author use the EXPERT CHOICE software to measure the weight.This theme takes 1997~2010 MLUP in KaiFeng City of HeNan Province as a case, comprehensively analyzes the effect of the implement, verifies the sicence and rationality,offers valuable experiences for the similar region at the same time. This is the hard core of this theme.PartⅤ:This part is the problem and countermeasures of IEMLUP. After analyzes the problem,it brings forward several measures for compiling and adjusting the plainning.PartⅥ:This part is the conclusion.The author summarizes the main conclusion and creative fruits of the paper,and then points out the orientation and content which should be studied deeply in the future.
