A Research On Service Facilities' Implementation Evaluation Of Master Urban Plan From The Perspective Of Fairness And Justice

Urban planning,as an important means to guide the urban construction and control the development of the city,plays a key role in the spatial layout of the city.Planning and implementation of assessment is a measure for scientific planning,providing a basis for improving the content of the planning adjustment.As China's "Urban and Rural Planning law" stipulates that city planning implementation assessment is a necessary way to improve planning methods and technologies for the master urban plan,it is significant to study implementation evaluation.At present,China's implementation of planning mainly aims at the evaluation of city space form,usually in the development direction and planning target degree as evaluation criteria.But it has ignored the fairness and justice during the city's construction,especially the constructions of city's service facilities.In order to further improve the master urban planning's implementation evaluation system,and provide scientific and reasonable suggestions for the new master planning,the paper takes Qixia as an example,to study the service facilities' implementation evaluation.Firstly,through the review of related concepts and theories of the main connotation of fairness and justice,city public service facilities,satisfaction and other related key words,combined with relevant theoretical research abstracts the "fairness" and "justice" "satisfaction" of the three evaluation index,the paper proposed an implementation assessment system for city public service facilities.Firstly,the paper uses GIS spatial analysis to analysis the the "fairness" of each year.Then,using the relevant research methods,to assess the degree of the "justice" of theurban vulnerable groups and regions where difficult to obtain public service resources.Finally,study the people's satisfaction evaluation at planning assessment years through the questionnaires,analysis and evaluation of demand from different sectors of society,and that is to assess the satisfaction of different social groups in the city infrastructure construction,and improve the satisfaction assessment results,as well.After the evaluation of the three indicators,using the analytic hierarchy process to determine the weight of the index,the evaluation of the final results based on the three indicators,so as to draw a comprehensive analysis of the conclusions.The paper takes "Qixia urban master plan(2003-2020)" as an example of empirical evaluation of the implementation of the construction of urban public service facilities for the implementation of the evaluation system.,aiming at evaluating Qixia's construction of public service facilities with the guidance of the master planning,and to have a conclusion for it's construction and development.Then the paper analysis the problems of Qixia's public service and construction of public service facilities,according to the results of the comprehensive evaluation.Finally the paper gives measures and suggestions for the new master urban plan for Qixia.
