At present,China’s population aging continues to intensify,the size of state-owned enterprise retirees also continues to expand,corporate employees’pension problems outstanding.At the same time,with the continuous advancement of China’s economic system reform,state-owned enterprises have also been a large-scale restructuring to adapt to the requirements of the market economy.The transfer of state-owned property rights will involve the survival of the majority of workers,including the change of labor contract,the economic compensation after the termination of labor relations,the convergence of social insurance relations and the stability of employment.In addition,the state-owned enterprises show a clear tendency of socialization.In the enterprises,many social functions are gradually stripped,which should be undertaken by the government,including the old-age security of workers,which is also facing the transition from burden of the enterprise to the burden of social.In this process,pension needs and concepts of state-owned enterprise workers also changed.Accelerating the improvement of the urgent livelihood problems faced by retirees of state-owned enterprises and ensuring the old-age life of employees of state-owned enterprises is an important subject to be studied and solved at present.In this paper,the case study method is adopted to take Shanxi XX Coal Industry Group as the research case.Through the field investigation,the following conclusions are drawn:the reform of state-owned enterprises has an impact on the system,demand and mode choice of the old-age workers.In addition,after the restructuring,there were a new group of workers.For these groups there are also some new pension policy.In the aspect of pension demand,the laid-off diversion caused by the restructuring makes different groups of workers in the pension needs of the economy,medical needs,care needs and spiritual needs of these four areas have different demand preferences.Whether these preferences can be met,directly affect happiness and satisfaction in their old age.In the old-age mode,with the change of the old-age policy of the workers,the divestiture of the "enterprise-run society" function,the weakening of the unit’s old-age function and the family’s old-age function,the pension model of the employees transit from unit-dependent family pension to the society pension,from home to old age pension institutions.Overall,the restructuring to help enterprises sort out property rights,reduce the burden of history "corporate run society",to enable enterprises to move forward with ease,improve enterprise efficiency.But for laid-off workers due to restructuring,their rights are being compromised,especially in the area of old age security,which is facing new difficulties.Based on the above conclusions,the author puts forward the following suggestions:first,we should strengthen the government’s guiding responsibility.On the one hand,the government should vigorously promote the active employment policy and promote the re-employment of laid-off workers or retired workers.On the other hand,the government should vigorously support the flow of social resources to the old-age service and promote the standardization and specialization of development.Second,when diverging workers,enterprises should make corresponding compensation policy and consider the restructuring of state-owned enterprises retired workers demands from every respect in order to ensure the normal life of workers and old age life after retirement.From the social point of view,the government should improve the pension infrastructure and the level of community pension services,to achieve diversification of pension services.
