As China enjoys rapid economic and social development and accelerates its urbanization now, county economy,as a basic regional economic unit,is of great significance to develop agricultural economy, absorb rural surplus labor, accelerate urbanization, and ensure social stability.Water is an important resource for economic development. There are many water problems in county-level areas, such as water shortage, pollution, and improper management, restricting the county's economic development. Therefore, higher requirements are set for water management bureau. We need to optimize the water management system, coordinate relevant departments, strictly limit the powers, and allocate water resources in a more proper way,so as to provide solid foundation for local economic development.Against the background of water resources utilization and management in China, after studying many scholars, research results, the author analyzes the water management status quo of a county in the central part of Inner Mongolia Autonomous Region after doing literature research and making summary. The author finds many existing problems in water management, for example, each department acting on its own, inadequate water fees collection, disorder in water using, poor management ability of water conservancy subunits, and water waste. The reasons lie in improper water management mechanism, unreasonable water price making, poor management of water resources and inadequate awareness of water saving. This paper puts forward countermeasures and explores to establish mechanism according to the relevant theories and based on local conditions,so as to provide solutions for the water management in this county.Hopefully this paper can be a reference for county water management.
