Holistic Analysis Of Improvement Measures Of Urban Water Efficiency

Having experienced the rapid economic development ever since the Reform and Opening-up, China’s urbanization has reached a relatively high level. Instead of merely focusing on the expansion of urban areas and the increase of population, more attention has been paid to whether the service provided by the city would better meet the needs of development.The water service is one of the many important factors that influence the quality of urban life. Undoubtedly, water in the city is not only the gift of nature, but also a condensation of human wisdom. Every aspect of urban water affairs is closely linked, including water filtration and purification, water pipelines network design and construction as well as the management and service for customers. Relying on the precise designs and co-ordination in these aspects, the urban water cycle has been completed, and thus achieves the efficient use of water resources.However, in the current situation of urban water management in our country, it is often difficult to meet the requirements of the public life and urban development because of the fragmentation of the management system and the fragmentation of the department. In 2013, China Development Research Foundation established the "Research Group of Chinese urban water efficiency", officially presented the concept of "water efficiency", and as an object of study and urban water affairs policy starting point.Defined as "the useful output brought by a certain amount of water input", "water efficiency" not only provides a brand new macro perspective for the analysis of utilizing urban water resources, but also benefits the integrated study of various sectors of water management, playing a positive role in solving the segmentation and fragmentation issues of water affairs management system. Meanwhile, as a special cure for government management fragmentation, integrated management theory offers a complete and integrated analysis frame from the aspects of organization structure, public-private cooperation and governance method in order to solve the problem of segmentation and dispersion issues of department in water efficiency management. This article uses the urban water efficiency as the breakthrough point. By using the tolerance concept to emphasize on the integrated traits associated with urban water efficiency, and by relating this to the integration of theory as a whole, the present article further uses holistic governance theory from the integrated perspective and analysis framework of China’s urban water efficiency management development course to pinpoint existing problems. In the course of the study, the author focuses on the supply link that is closely related to the urban water services. In conjunction with Jinan water supply blueprint, revolution taken place in the market and the price change of water, discussion and analysis were provided concerning the specific problems occurring in the developing process of urban water efficiency management. Finally, strategic suggestions were given from the perspectives of management system, public-private cooperation and water price reforms in order to ameliorate the development of urban water efficiency and to shine light on the path of integrated water efficiency.
