China's rapid economic development in recent years has provided a favorable environment for the development of enterprises.As the process of marketization of state-owned enterprises is accelerating,the demand for internal management is also increasingly obvious.In order to make the state-owned enterprises better playing their role in the development of the national economy,improving their human resources management level and strengthening the construction of employee incentive management mechanism become the main direction of the current state-owned enterprise management enhancement.In the case of human capital management,we must establish a management system based on human capital to achieve outstanding results.Especially for the state-owned enterprises,while the implementation of incentive management effectively embodies the basic principle of management mechanism based on enterprise human capital,it is more of extensive and long-term significance.In the modern enterprise management theory,human resource management is the core and foundation of enterprise management,and the choice of enterprise management method is related to the effectiveness of human resources management.The history of implementation of the restructuring of state-owned enterprises in China has been 20 years,and the idea of human resource management has been well advanced in state-owned enterprises.The status of human resource management in enterprise management is gradually strengthened and valued,and its creation role of the value of enterprise operation activities is more prominent.In the present management theory system of state-owned enterprises in our country,there is a large number of the shadow of planning economic management mode.Human resource management is more focused on personnel management,and the management content is mainly focused on salaries,jobs,training and so on.With the reform of state-owned enterprise human resources management model,employing way changes and the original "iron rice bowl" is broken.Employee loyalty,execution,job autonomy are also constantly changing.At the same time,the market environment makes the competition of talent more prominent and the enterprises are critical to the appeal of talents.In the way,breaking through the traditional patterns,motivating people's initiative and innovation has become an important part of state-owned enterprise human resource management.With the deepening reform of state-owned enterprises,the coordination of its production and operation has been strengthened with the market economysystem.However,many of the unsolved problems in the management of state-owned enterprises are also objective facts,which need to be solved by further reform.This stage reform of state-owned enterprises will be focused on adjusting strategic layout,deepening the reform of the shareholding system,improving the corporate governance structure,improving the state-owned assets management system,the model of leadership and other directions.The report of the 18 th Party Congress pointed out that "It's unshakable for us to consolidate and develop the public economy,implement various forms of public ownership,deepen the reform of state-owned enterprises,improve all kinds of state-owned assets management system and constantly enhance the vitality,control and influence of the state economy." Whether the new round of soe reform is successful or not,the core issue is still human factors.The implementation of the reform strategy,the distribution of the shareholding system,the governance of the legal person and the capacity of the managers at all levels of the state-owned enterprises are inseprable from choosing,employing and cultivating the good person.This paper studies the incentive management mechanism in the human resources management of state-owned enterprises.Incentive management,which is an important part of human resource management theory in the new period,can make the staff in the enterprise value maximization if it is used effectively.It can also makes employees have initiative,strong execution and more innovative spirit so as to stabilize the talent resources of enterprises,raise the level of human resource management and promote sustainable development of enterprises.Based on the theory of human resource management and incentive management,this paper studies the subject through the literature and the case study method.It mainly analyzes the problems in the current incentive management of the energy enterprise T company,and puts forward the corresponding improvement Suggestions.In conclusion,it is of great practical significance to establish a set of human resource incentive management mechanism to accommodate the large state-owned enterprises.Through the study of this paper,our country state-owned enterprise human resource management's current major problems lies in the enterprise organization structure,salary distribution,the lack of training system,etc.The enterprise sets up the incentive management mechanism from the employees' demand level,and implemen the corresponding incentive measures can be carried out to achieve better results.Currently,in order to meet the long-term strategic development demand of state-owned enterprises in the international market environment,our countrystate-owned enterprise should improve incentive management results by optimizing management concept,establishing a scientific management mechanism,implementing effective training and scientific performance management mechanism and other aspects.
