Recent years,the increasing economic loss caused by food hygiene problems indicates that it is urgent to rectify the food industry in China.Improving the food safety level of catering industry in China matches the requirement of safeguarding the safety of public life and safeguarding the legitimate rights and interests,which is also the way to improve the level of national production,safety and health standard.Based on the theory of food safety management,this paper analyzes the various aspects and factors that affect the safety management of food in city S.It is found there are following existing problems of five small food types in city S : undocumented business phenomenon,location problems,function layout problems,facilities problems and the insufficient quality of operators.The supervision problems are also serious in city S,such as development and implementation of problems of safety management system,insufficient supervision in food supply and process chain control.On the other hand,the publicity of food safety is lacking;punishment and education is skimpy;the training of employees can not be guaranteed;communication between the police,prosecutors,courts and other judicial departments is less than necessity.In this paper,with deep analysis of five small food types in city S,we proposed suitable countermeasures for five small food types in terms of corporate governance objectives,food safety risk classification criteria and co-supervision mechanism of government,industry association and society/media in city S.
