Hi-tech industry has driving force to greater development of national economy,and it is a kind of industry a country must develop in a long term.Its development patterns are varied,industry belt is becoming a hot pattern for its development.Chinese government continue to explore the development space of high-tech industry development zones,plan and construct many hi-tech industry belts,in order to promote the development of area or even the whole country.The degree of industrial agglomeration can affect the competitiveness of hi-tech industry belt,because the conditions of technical innovation in different stages of industrial agglomeration has different impact on the hi-tech industry belt.It is the focus of this paper that choosing the appropriate technical innovation path based on the industrial agglomeration state of hi-tech industry belt,as it can further promote healthy and reasonable agglomeration of hi-tech industry,so as to promote development of hi-tech industry belt in a virtuous cycle,This paper selects Chinese hi-tech industry belt as the study object,firstly summarizing the industrial agglomeration state of four typical hi-tech industry belts,and analyzing their basic characteristics,common problems and technical innovation needs of industrial agglomeration.This paper secondly clarifies the internal relationship between industrial agglomeration and technical innovation,then using spatial concentration index and industrial agglomeration index to calculate the static scale and dynamic trend of hi-tech industry belt,so as to determine industrial agglomeration development stage.This paper finally designs four technical innovation paths according to the characteristics of industrial agglomeration development stage,they respectively are interaction between technology and market model,multi-loop feedback model,lotus model and system integration network model of technical innovation path.Through the analysis of theory and calculation results,the conclusions are that interaction between technology and market model of technical innovation path is suitable for industrial agglomeration formation stage whose representative is Shenyang Dalian hi-tech industry belt.Multi-loop feedback model of technical innovation path is suitable for industrial agglomeration growth stage whose representative is Cheng Demian hi-tech industry belt.Lotus model of technical innovation path is suitable for industrial agglomeration mature stage whose representative is Jing Jintang hi-tech industry belt.System integration network model of technical innovation path is suitable for industrial agglomeration recession stage whose representative is Pearl River Delta hi-tech industry belt.
