Innovation is the motive force to promote development of the things.Now in the knowledge economy era,the importance of innovation is unpredictable.In the management of the organization,technological innovation can promote improvement of efficiency;improve the performance of the organization,thus creating more social wealth.Human resources are one of the most important resources in the organization,organizations rely on the Internet technology and communication technology,use more scientific incentive means to accelerate human resources management innovation,the Organization’s human resources potential is in full play,realization of people and gang matching,people do their best,make use of realization of sustainable development of the Organization,an important significance.Central African Telecommunication Company is the leading provider of the Internet and mobile access to the Central African Republic.As a company that provides telecommunications and telecommunication technology,in recent years,rapid development in the process of human resources management;especially in the management of the incentive still have some problems.Difficulty to adapt to the current rapid development of the situation needs,how to solve these problems is currently what the Central African telecommunication company facing as an important issue.I have studied in China for three years’ and have personally witnessed the rapid and stable development of China’s economy,through learning,researching and visiting Chinese enterprises.Human Resources Management Incentive systems have some understanding.By using the relevant incentive theory,this paper investigates some problems which existed in the current situation and incentive of managers of Central African Telecommunication Company.Select some representatives of the Chinese communications enterprises and the Central African local telecommunications enterprises in the human resources incentive system and incentive effects of comparative analysis and research,and based on Chinese telecommunications,Companies management personnel incentive experience,Central African telecommunications companies to manage the effective incentive to provide countermeasures and suggestions.This article is divided into six chapters.Amongst them:The first chapter is the introduction,introduces the research background,the research purpose and the significance,the research thought and the research method.The second chapter is the theoretical part,focusing on Maslow’s motivation theory and dual-factor theory,behavioral transformation Motivation theory,comprehensive incentive theory and other incentive theories.The third chapter examines the current situation of the managerial staff motivation in Central Africa Telecommunication Company,in this section,briefly introduced the situation of the Central African telecommunication company,summarized the management incentive system of Central African Telecommunication Company,analyzed the problems existing in the incentive system of the management personnel of African Telecommunication Company and their causes.The fourth chapter analyses the incentive system of Chinese telecom company management personnel.In this section,it is introduced the development generalization of Chinese Telecommunications Companies and analyzed the incentive system of Chinese Telecommunications Companies personnel management and its Enlightenment to Central African Telecommunication Company.The fifth chapter is the countermeasure research,mainly from improving the telecommunication payment system,strengthening the management staff’s sense of belonging,providing the challenging work,strengthening the enterprise culture construction,strengthening the management personnel’s honor and so on,to propose the countermeasure and the suggestion.The sixth chapter is the research conclusion and the research prospect,mainly to summarize the research results of this paper,analyze the shortcomings and limitations of the research,and look forward to the future research direction.
