This paper takes A branch of China telecom as the research object, study the human resource planning based on the status quo of human resources management. The goal is to promote human resources activities and improve the company’s human resources management level and efficiency. We use the literature research, in-depth investigation and research, SWOT analysis method, A branch of China telecom in the human resources of human resource management idea, the salary system, training mechanism, performance management problems, the organization structure, employee’s basic situation, demand, competitors, and the analysis of internal and external environment. This paper holds that a branch of China telecom, the research on the human resource problems is necessary in theory, and is of practical significance in practice.This paper has carried the investigation and analysis on the organization structure, employee’s basic situation, demand, and analyzes the internal and external environment, and pointed out that the concept of human resources management level is not high, effective human resources strategic planning is lack, recruitment is not in place, salary system is unreasonable, training mechanism is not perfect, only A small performance management and the lack of human resource strategic development plan of the problems existing in the human resources management. In the analysis of personnel demand and supply of human resources, we found that the branch of China telecom should strengthen the resources integration, giving full play to the advantages of integration, establish and maintain a high efficiency and high quality staff team, in order to perfect the system construction, establish and improve a set of scientific, advanced human resource management system, effectively support the realization of corporate strategy.
