Research On Land Compensation Measure Based On Comprehensive Value Of Cultivated Land Resources In Suihua

Cultivated land resource is an important strategic resource in our country,which is an important resource to support the sustainable development of our country,to ensure the food security and the basic living needs of the people.With the rapid development of industrialization and urbanization,the demand for construction land is increasing,resulting in a large number of agricultural land,arable land was expropriated,and the direction of non-agricultural construction land.This behavior produced a number of new groups-landless peasants.For a long time,since the policy of land acquisition compensation only to multiple output method as the compensation standard of compensation for landless farmers,although some regions now adopt a comprehensive area of land compensation,but compensation standard is still low,not only ignored the social value of cultivated land and ecological value,the interests of farmers are not guaranteed,so the gap between urban and rural areas further solidified,and also led to low efficiency increasing utilization of cultivated land in agriculture.This is all unstable factor of affecting our harmonious society and sustainable development.So being aware of the importance of the value of cultivated land resources,bring the cultivated land resource value into integrated value system of cultivated land resource,establish fair and reasonable compensation standard is particularly important.This is of great significance to secure the legitimate interests of landless farmers and safeguard social stability and unity.This paper takes Suihua city of Heilongjiang Province as the research area,based on the comprehensive value of cultivated land resources,the cultivated land resources are divided into three parts:economic value,social value and ecological value.We adopt the income approach,surrogate market approach and shadow engineering method to calculate the study the compensation standard of cultivated land resources based on the comprehensive value,and compared with the existing standards,to explore the feasibility and rationality of the construction of new standards,provide the basis for government decision-making.The results show that:(1)the total value of cultivated land resources in Suihua city in 2014 per unit area is 940 thousand and 400 yuan/hm2,the economic value was 72 thousand and 400 yuan/hm2,accounting for 8%of the total value of cultivated land resources;social total value is 664 thousand and 400 yuan/hm2,accounting for 71%of the total value of cultivated land resources;ecological value is 203 thousand and 500 yuan/hm2,the total value of cultivated land resources 21%.Social value>ecological value>economic value.The comprehensive social value of cultivated land resources in land value is important.especially the value of food security,food security is to be realistic and far-reaching strategic significance to the central 1 billion 300 million strangling the throat.Although the ecological value of the relatively is small,comparing with the economic value,it also has a role which can not be ignored.If we ignore the social value and ecological value of arable land.Not only is it the deprivation of the interests of farmers,but also inefficient use of arable land resources.This will accelerate the loss of arable land resources and is not conducive to the stable development of society.(2)The current land requisition compensation standard of Suihua is 432 thousand and 800 yuan/hm2.But based on the comprehensive value of cultivated land,the compensation standard of land expropriation in Suihua is 940 thousand and 400 yuan/hm2,which is the same as the existing land requisition compensation standard of 2.17 times.This paper argues that the social value and ecological value of cultivated land resources should be included in the land requisition compensation standard.And the government should bear this part of the value of the difference,which is the loss of arable land resources in the process of urbanization.The minimum standard value of industrial land transfer in Suihua is 1 million 445 thousand yuan/hm2,which is much higher than the cost of compensation for Land Expropriation Based on the comprehensive value of cultivated land resources($940 thousand and 400/hm2).The value of the proceeds obtained through land acquisition is far greater than the cost of land requisition compensation,so the calculation of land acquisition compensation standards does not bring financial pressure to the government.Therefore,the compensation standard based on the comprehensive value of cultivated land resources is feasible and reasonable.Moreover,the new land acquisition compensation standards improve the value of arable land resources and the cost of land acquisition.It is conducive to the protection of arable land resources,and has a strong practical significance.
