As an important grain production base in China,Heilongjiang Province plays a pivotal role in maintaining the stable development of social economy and safeguarding national food security.Agricultural machinery cooperatives are good for agricultural economy in Heilongjiang province.What's more the promulgation of "People's Republic of China on Specialized Farmers Cooperatives" and high subsidy from government make agricultural machinery cooperatives grow much faster.More and more scholars begin to pay attention on the sustainable development analysis of agricultural machinery cooperatives.Agricultural machinery cooperative is a complex socio-economic system whose sustainable development is not only limited by the organizational structure inside it but also limited by the social,economic and policy environment in which it is located.Therefore,during studying the sustainable development of agricultural machinery cooperatives,the internal and external factors are supposed to be fully considered,at the same time,their states will change with time and environment which is also an essential factor.This determines that the countermeasures research on the sustainable development of agricultural machinery cooperatives needs to combine the multidisciplinary theories and methods including economics,management and system engineering.Therefore,this paper aims to study the sustainable development of agricultural machinery cooperatives in Heilongjiang province with the SD method and in a dynamic perspective,which provides the decision-making basis for the relevant stakeholders such as the farmers,the managers in agricultural machinery cooperatives and the government departments and provides theories and methods in enhancing the market competitiveness of agricultural products in Heilongjiang province and safeguarding the national food security,so the research has important theoretical and practical significance.The paper makes field investigation on some agricultural mechanic cooperatives in Heilongjiang province and collects the actual data of 866 agricultural mechanic cooperatives there.It analyzes from three aspects including the overall situation,achievements and problems of cooperatives and finds out that economic benefits,innovation level and resource agglomeration have an impact on the sustainable development of agricultural mechanic cooperatives.Thus,this paper constructs the SD model of agricultural mechanic cooperatives in Heilongjiang province,makes simulated analysis on the influences that national subsidies,surplus distribution mode and innovation level have made in the development of agricultural mechanic cooperatives,and puts forward relevant countermeasures.The main achievements of this paper are:the development of agricultural mechanic cooperatives is the inevitable trend of rural economic development,in which the state subsidies play a motivational role.The state subsidy policy is the basis of the dividends,but the surplus distribution is not conducive to the sustainable development of the cooperatives,so the state should vigorously promote distribution modern on the basis of trading volume.Increasing the investment in innovation will promote the sustainable development of agricultural machinery cooperatives.The results found in this paper are that it is able to provide theoretical and methodological basis for the management of agricultural machinery cooperatives and the formulation of relevant policies,realize the sustainable development of agricultural machinery cooperatives,and improve the market competitiveness of agricultural products and protect the enthusiasm of farmers,thus safeguaed the national food security.
