A Research On The Policy Of Financial Support For Agriculture Supply Side

The 14 th central no.1 documents that instruct the work of “agriculture,rural areas and farmers” was issued on February 5,2017.The files points out that to promote the structural reform of the agricultural supply side,we must focus on the improvement of the supply of agricultural supply and the system to improve the quality of agricultural supply.Besides,we should take the Reform and mechanism innovation as a fundamental way.Facing the outstanding problems of current agriculture,the agricultural supply side reform has been fully promoted.As a macro-control policy,the policy of supporting agriculture plays an important role in the process of promoting the reform of agricultural supply side.Since the reform and opening up policy,China's fiscal agricultural policies have gone through three stages,the early stage reform of fiscal agricultural policies,and the deepening stage reform of fiscal agricultural policies and the new era of fiscal agricultural policies.Although the policy of financial support for agriculture is currently playing an important role in promoting the reform of agricultural supply side,there are still some problems.Mainly in the following areas: On the one hand,the scale of financial support for agriculture needs to be improved.On the other hand,the fiscal agricultural subsidy system is not perfect,and the agricultural supervision is ineffective.This paper summarizes the evolution of China's fiscal agricultural policies since the reform and opening up policy,moreover,it is concluded that the level of financial support for agriculture in our country needs to be improved.Through the analysis of the structure of financial support for agriculture,it is concluded that China's agricultural production expenditure is not high,the cost of science and technology investment is insufficient,the comprehensive development expenditure is less and the fund management system is imperfect.In view of the above outstanding issues,this paper makes the following recommendations: First,continue to expand the level of financial support for agriculture,second,adjust the financial support for agriculture structure,and strengthen agricultural science and technology investment.Third,improve the agricultural subsidy system,reform and innovate the way of agricultural subsidies;fourth,accelerate the reform of the land system and promote the construction of a new type of agricultural system.Fifth,establish f efficient market regulation mechanism.Sixth,sixth is to improve the financial funds regulatory mechanism.
