Research On The Financial Support Of China Postal Savings Bank For Agricultural Supply-side Reform

Since the establishment of the Postal Savings Bank in 2007,it has always assumed that agricultural services and promoting agricultural development are their own tasks.In 2015,the Central No.1 document formally proposed to push forward the reform of the agricultural supply side.The Postal Savings Bank actively responded to the policy call and was the source of reform for the agricultural supply side.Continuous input of credit funds,and the establishment of a three-agricultural finance division in 2016 and a smooth listing,took the lead in financial support for the reform of the agricultural supply side.In order to better provide financial support for the reform of the agricultural supply side,the Postal Savings Bank must clearly recognize,based on the previous support for agriculture,its own experience and inadequacies in the financial support for the reform of the agricultural supply side.Good service to the agricultural supply side reform.This article takes the postal bank as an example.First of all,it introduces the relevant background premise of the financial support for the agricultural supply side reform,and draws the importance of the Postal Savings Bank’s support for the reform of the agricultural supply side,and the theoretical and practical significance of this research;Secondly,we briefly described the support models and achievements of the postal storage bank for the agricultural supply side.The model mainly included the micro-credit model for rural households,the loan model for new-type agricultural management entities,and other models for promoting innovation in the agricultural supply side.The effectiveness was mainly reflected in the ease of relief.The shortage of funds for reform of the agricultural supply side,the setting up of innovative institutions,and the improvement of the technical level of service-supply-side supply reforms.Afterwards,a case analysis method was used to compare and analyze the reasons,backgrounds,and processes of the classic cases of “E-commerce First Village Shaji Town” and “Shandong Samsung Group” that supported the reform of the agricultural supply side of the Postal Savings Bank.Experiences that can be used in the process of serving agricultural supply-side reforms,such as full understanding of customers,low interest rate policies,targeted products,and a one-stop credit service in the industrial chain,summarize the problems in the process of supporting agriculture.For example,the system of postal savings banks,lack of risk transfer measures,and rural credit environment need to be improved.Finally,according to the case analysis,the issues summarized in the model development,risk prevention and control,elimination of institutional constraints,and optimization of the rural credit environment provide suggestions for the smooth progress of the postal bank’s financial support for agricultural supply side reform,in the research and development of the model,this paper proposes two innovative models: First,on the basis of the microfinance model for rural households,in order to reduce risks,an innovative model of “Postal Banks + Farmers + Downstream Merchants” is proposed;On the basis of the loan model for new-type agricultural business entities,in-depth cooperation in“bank-insurance”and the innovative model of “pocket bank + borrower + insurance company” for differential insurance was proposed.
