Since the reform and opening,the national economy fast development,the regional construction process is accelerated,all kinds of energy demand increased significantly.Electricity infrastructure as important resources in the process of regional development,has become the driving force of the region's development.Due to a significant increase in demand for electricity,and the electricity infrastructure construction is restricted by land resource constraints.Therefore improve the operating efficiency of electricity infrastructure have been became a way to resolve this contradiction.As the efficiency of the resource itself has a natural monopoly,the efficiency industry in the long-term lack of competition in some sectors,ensure the operational efficiency of electricity infrastructure conditions are often overlooked.At the same time,electricity system operation process is relatively complex,area between the electricity dispatch,transport more frequently and electricity infrastructure itself has the particularity of different from other infrastructure,makes the research for the operational efficiency of electricity infrastructure in our country is less,Standing in the point of view of the electric power enterprise and stay in the level of qualitative analysis and specific research methods to improve.By looking for a large number of relevant literature,this paper analyses,sorting,sorting,induction,and summarizes the existing research results.On the basis of the theory of public goods,external theory and "X-inefficiency" theory,combined with DEA(data envelopment analysis)evaluation methods for analysis and calculations,and considering the existing electricity infrastructure in our country related data availability,reliability.Select the country's major provinces and cities to measure unit,established electricity infrastructure operating efficiency measurement index system,and the case for calculation and analysis.This research tries to make an analysis from the view of public administration quantitative about major cities existing electricity infrastructure of operational efficiency in China.Concluded that in recent years,our country's electricity infrastructure operation efficiency rising steadily,but regional unbalanced development,individual provinces,cities and the operational efficiency of electricity infrastructure needs to improve.Combined with the current situation of electric power industry in China,proposed several improvements in the path of power-related infrastructure to enhance operational efficiency,including the establishment of a smart grid,improve the investment environment,deepen market-oriented reforms,improve the legal supervision system and so on.
