Research On Private Partner Selection Of PPP Mode For Quasi-operational Infrastructure Based On ELECTRE Method

Infrastructure project has a huge role in promoting the development of the national economy and it is the support of the national economy.With the accelerating process of urbanization,the demand for infrastructure continues to increase,and it is difficult to meet people’s demand for infrastructure relying solely on financial investment.The application of PPP model can effectively alleviate the financial pressure and improve the efficiency of infrastructure supply.Choosing a right private partner is the key to achieve success of PPP project.At present,the way to choose PPP private partners is to follow the bidding method.It is more concerned about the program and price,but the overall capacity of the partners cannot get enough attention.Many projects run difficult,inefficient due to ignore the overall ability of partners,resulting in a huge loss of private partners and a serious waste of social resources.Therefore,to explore the objective and effective quasi-operational infrastructure PPP project private partner selection method is of great significance.In order to choose the reasonable the private partner of the PPP project,and to explore the effective partner selection method,in this paper,we study the method of partner selection as an example,which includes three aspects: firstly,this paper analyzes the concept of project,partner and PPP,and explains the essence of the problem of PPP project partner selection in quasi-operating infrastructure.Secondly,it analyzes and extracts the contractor and franchisee selection criteria,which suits infrastructure PPP project partners,and builds the construction of partner selection index system according to the characteristics of quasi-operating infrastructure from the financial capacity,management capacity,technical capacity,experience and social credibility.Lastly,the modified ELECTRE model is used to analyze the project of Beijing Metro Line 4 to verify the applicability and the feasibility of the model to the partner selection.Through the analysis and research,this paper mainly obtains the following two achievements: firstly,from the government point of view and from the financial capacity,management ability,technical ability,experience and social credibility to fully identify the index factors,and use the mathematical statistics to simplify the initial index system.The final establishment of the partner selection index system can be more comprehensive to cover all the aspects of private partner selection.Secondly,the practical application is improved by using the modified ELECTRE evaluation model,and the applicability and feasibility of the evaluation model are verified persuasively.The study found that a suitable partner can ensure the smooth implementation of the project and has a certain theoretical and practical significance for the government job.
