Infrastructure is a public basic building that can provide public goods or services,and is the engine of national economic development.Traditionally,infrastructure is provided by the government independently.However,the government's financial capacity is limited,so PPP(Public-Private-Partnerships)has become a new model of public product or service provision,which is more efficient than traditional government investment in building infrastructure.The cooperation efficiency of the PPP model is reflected in its ability to improve resource utilization rate,reduce investment and operating costs,and improve the social benefits of infrastructure.However,due to the large investment,complex projects,and long cooperation period of infrastructure PPP projects,there are many factors in the process of cooperation between government and social capital that affect the efficiency of PPP cooperation,and it has also attracted the attention of the academic community in recent years.Compared to operational and non-operating infrastructure PPP projects,the quasi-operational infrastructure PPP project is more complex,the relationship between government and social capital cooperation management projects is closer,and the factors affecting government and social capital cooperation efficiency are also different.Moreover,according to the data disclosed by the nationwide PPP integrated information platform at the end of 2017,the investment of quasi-operating infrastructure PPP projects that are subsidized by the government has exceeded 50%,and the number of quasi-operating infrastructure PPP projects has soared.This has brought new challenges to the cooperation management of government and social capital.Therefore,the paper mainly discusses the influencing factors of cooperative efficiency of quasi-operating infrastructure PPP projects,promoting quasi-operating infrastructure PPP to healthy and efficient development.First of all,the paper combs the concept of quasi-operating infrastructure PPP and cooperation efficiency,and establishes the supporting theory are social welfare studies,externality effects,and partnership theories.Then using literature research and case studies to identify the factors affecting the cooperation efficiency of 32 quasi-operating infrastructure PPP projects from the government,social capital,social public,project characteristics,cooperation environment and cooperative management.Meanwhile,the paper also identified 6 factors for the measurement of cooperation efficiency by literature research.Secondly,the paper briefly introduces the advantages and disadvantages of the structural equation model and discusses the adaptability of the structural equation model and the research.And the paper constructs a theoretical model of the quasi-operational infrastructure PPP project collaborative efficiency influencing factors according to the literature analysis.Then the paper designed a questionnaire to collect sample data.The reliability and validity of the data were tested by spss.The structural equation model was used for validation and simulation.Finally,according to the results of the structural equation model,two major factors affecting the cooperation efficiency were cooperative management and Government factors and 10 key influencing factors were government supervision,reasonable risk sharing,mutual trust relationships,clear rewards and punishments mechanism,reasonable distribution of benefits,reasonable subsidy mechanism,investment and financing capacity of social capital,and good The legal system,the operational management capabilities of social capital,clear goals and plans.Finally,based on the analysis results of the influencing factors of cooperative efficiency of the quasi-operating infrastructure PPP project,combined with 10 key influencing factorst and two aspects of government management and cooperation management,the paper proposes measures to improve the quasi-operating infrastructure PPP projects' cooperation efficiency. |
