The competition in 21 st century is the talented person`s competition,who has mastered a proper amount of high-quality human resources,one might gets the initiative in the competition.As the main body of state-owned economy,the state—owned enterprises play an important role in state—owned economy,because of it can ensure our national economy stable and enhance the comprehensive national strength.Therefore,research on human resource management of state-owned enterprises is not only theoretical but more practical value.As the era of knowledge economy advances,knowledge-based workers gradually become an important part of the core competitiveness of an enterprise.The knowledge-based talents decide an enterprise's economic growth potential and the market competitiveness.Enterprises should attach importance to the management and incentives of the staff,especially the knowledge-based staff.Flexible management is a new human resource management model,which is opposed to the traditional rigid management,based on culture and sensibility and managed by means of using respect,encouragement,guidance and inspiration.Its main feature is that it is people-centered and it can fully meets the staff's psychological sense of accomplishment.The artic le based on research background in domestic and foreign,outlines a theory and then analyzed the feasib ility and the necessity of flexib le management in state-owned enterprise knowledge staff.Put forward the problems and reasons that exist in a knowledge-based employees flexible management.Finally put forward the improvement measures on flexible management of state-owned enterprise knowledge staff.Because the lack of human resources management ideas in State-owned enterprises,inflexib le rules and regulations in State-owned enterprises,lack of democracy in enterprise spirit,that making talent management become the top issue when fac ing the development of state-owned enterprises.At last,in allus ion to these problems,it raises that it must mold the good enterprise culture atmosphere,establish the regular communication mechanism,and design the flexib ility to their management drive plan,uses the flexib le work routine,displays their ability well,serves for the enterprise,both sides achieve the win-win goal.This paper based on experience of a large resource state-owned enterprises in person,in order to observe the phenomenon and collected the data,I vis ited a number of knowledge workers,combine theory with practice to complete the paper,and I wish to offer some help for the management of the state-owned enterprises.
