Study On The Improving Of China-Russia Energy Cooperation Mechanism

As the world's largest energy consuming country,China's dependence on oil and gas imports has increased year by year.In order to ensure energy consumption and import safety,we need to expand the traditional energy import channels.In recent years,Russia faced with the debt crisis,the European and American sanctions and the ruble fluctuate greatly,causing a certain degree of influence on its energy exports and domestic economic stability,it is the necessary way for Russia to get rid of the current economic difficulties that seeking new energy export market and expand the scale of energy exports.Although the Sino-Russian energy cooperation is essential to promote bilateral economic development,national economic security and win-win cooperation projects,but there are still some friction and problems in the process of cooperation,the relevant mechanism is flawed.Therefore,strengthen the Sino-Russian energy cooperation mechanism can help us make different problems to develop targeted solutions in the actual operation process,promote bilateral energy cooperation to participate in the global energy environment,and effective protection of the fundamental interests of the two countries.Through the development process of Sino-Russian energy cooperation study,we can see that there are differences of the policy orientation and the supply and demand situation between China and Russia in energy cooperation,the process is slowly at the early stage progress.With the changes of international energy status and energy strategy,the speed and scale of energy cooperation can be promoted rapidly.However,because of the energy strategy and the laws and regulations are different,the project negotiation mechanism,the interest coordination mechanism and the legal safeguard mechanism have some problems and bugs.Therefore,the two sides need to combine their respective advantages of resources and the current energy market macro environment,from the two levels of government and enterprises to develop appropriate solutions to ensure smooth cooperation between the two countries.By using the methods of literature analysis,the author find that there are some problems of legal safeguard mechanism,such as the lack of relevant legislation,the lack of legal effect and so on.Therefore,the legislative departments of the two countries should learn from the mature structure of the legal system of the International Energy Agency,so as to set up a dispute settlement body.Based on logical analysis,the framework and operation of Russina energy cooperation mechanism are analyzed and intruduced.Through the quantitative analysis of the Sino-Russian energy cooperation projects,find the model is too single,and the bargaining position are not equality between China and Russia.interest coordination mechanism also exist market interest and potential risk of collision friction.Therefore,the government should carry out all-round exchanges,fully understand the mutual interests,use of the existing conditions and provide an institutional guarantee for the stability of energy enterprises,such as the SCO dialogue platform for the improvement of Sino Russian energy cooperation mechanism to develop the feasible improvement scheme,promote the integrated development of energy industry chain.
