A Study On The Moderate Operation Scale Of Grassland Animal Husbandry In Inner Mongolia

2017 Central No.1 document stressed that we should actively promote the structural reform of animal husbandry supply side,the development of appropriate scale of operation,to support the scale of the family ranch.As the main production base of animal products,the problems faced in the development process of grassland animal husbandry in Inner Mongolia area are prominent,such as the low level of income of herdsmen,overgrazing and deterioration of ecological environment,ranching moderate scale management has become a way to solve the problem.Therefore,this paper uses three different methods to calculate the moderate scale of animal husbandry in Inner Mongolia from different angles,so as to provide the basis for solving the problems existing in animal husbandry development in Inner Mongolia.The study of this paper is based on the survey data of 212 samples of herders in Inner Mongolia meadow steppe,typical steppe,desert steppe and steppe desert.The results show that the per capita income level of meadow grassland,typical grassland and desert grassland is similar to that of pasture grassland,and the relationship between herding income and herders’ income status in different types of grassland areas is studied.The income is roughly "inverted U" with the expansion of pasture.The use of DEA analysis method to evaluate the efficiency of herdsmen and to achieve the realization of higher production efficiency under the target of the pastoral scale of pasture,the four types of grassland in the majority of herdsmen to achieve a high production efficiency,the scale is invalid The main reasons for the low efficiency of herdsmen production,grassland management of the appropriate scale were 3811.688 mu,4055.46 mu,15239.851 mu and 12599.371 mu.Using the comprehensive balance method to calculate the existing scale of income under the existing income level of the scale of the appropriate scale of operation,four kinds of grassland type herds grassland moderate scale business scope of 4310.74 mu to 4632.88 mu,3877.88 mu to 5357.83 mu,15444.97 mu to 19376.86 mu,15721.71 mu～20039.02 mu.The multi-objective programming model was used to estimate the scale of the pastoral grassland under the dual goal of operating efficiency and ecological benefit.The results show that the optimal grassland operation rate of meadow grassland and typical grassland is 10967.8 mu and 12166 mu respectively.According to the above research conclusion,this paper puts forward relevant policy suggestions,including the appropriate scale should be established on the basis of the household contract responsibility system,accelerate the circulation of grassland,stages of moderate scale management and livestock subsidies and preferential policies to support the scale operation,the establishment of grassland pasture scale management of insurance fund system,reduce the scale of risk managers to promote the healthy and sustainable development of grassland livestock husbandry of Inner Mongolia.
