Its main characid is the connection of economy reproducing and nature reproducing , plant produce and animal produce .Different operation models of grassland animal husbandry have different impact on nature reproducing and plant producing . In history , different conditions of operation models have different grassland use ratio and degradation rules . Technological operation models of grassland animal husbandry must balance the eco-system and economy system and make it connected .Since the founding of china , the operation model of grassland animal husbandry has experienced four big changes . The characters of operation model in democracy period followed traditional nomadic economy . Family is the main economy unit and grassland animal husbandry practice family economy . The characters of operation model of grassland animal husbandry in cooperative period is as following : pastoral areas facially is national public-owned but in fact is in the state of non-government .The animals are priced in the committee and practice seasonal grazing .Under the condition of family economy , it practiced grazing union .In cooperative committee , it had simple planning and division cooperation .From 1959, the pastoral areas practiced people's commune .In this period , the characters of grassland animal husbandry is as following: From 1960, pastoral areas is changed into all-people-owned from national public -owned and the animals are owned by the groups . The people's communes in pastoral areas practice two grade management, which is commune management and team management , and production team is the first grade calculation unit .The distribution model took the way of "Three Guarantees an Award " or "calculate work in producing " and practiced distribute by work . The economy behavior in the production team hade clear division cooperation . After the third plenum of the 11, the government decided to take system reform for the national economy and take "Two-contractor " responsibility for the animal husbandry . Its' characters is mainly reflected as follows :the grassland's main part of the ownership and the right to use is very clear ; The animals are raised by families ; The herdsmen only can grazing on their own contracted grassland for contractor responsibility . In the existing conditions , how can we make common development of the eco-system and economy ? we can get the two-profit of eco efficiency and economy efficiency through the foundation of pastoral areas cooperative economy committee in a short period . These kind of committees have been implemented in some pastoral areas in Inner Mongolia , but it met some problems and difficulty because of lacking efficiency guide and policy support . In order to build a cooperative economy system which fit for pastoral areas' eco-economy features , we should reference the good experience and good methods of international cooperative economy committee as using the way of system reform , organization reform according to the features of local areas , which make the cooperative economy system localized .
