To consolidate rural land scientifically, regulate the types of rural land use, andstrengthen intensive management degree of rural land in China is currently the onlyway towards modern agriculture on the basis of traditional agriculture,and it hasimportant practical significance. At the same time, the work of rural land consolidation isalso an important indicator for China’s new rural construction.In the process ofpromoting China’s new rural construction, rural land consolidation has a very importantrole to improve the quality of cultivated land, improve agricultural ecologicalenvironment, improve the economic efficiency of agriculture, increase farmers’ incomeand the development of modern agriculture, improve the village appearance. However,we have a late start on carrying out the work consolidate rural land using moderntechnology as a means, with a clear purpose to solve the three dimensional rural issues,so we are still in the exploratory stage, the technical conditions and working methods arenot yet ripe. Especially in Suzhou, Anhui Province,the requirements for the landconsolidation are mostly increasing the area of arable land, improving the environment offarming and the conditions of rural transportation. In order to guide thedecision-making better for land consolidation and summarizes the work experiences,perfect the system of land consolidation,we must evaluate the effect of land consolidationscientifically. Evaluation of economic benefit is a evaluation indicator which is the mostintuitive and most acceptable to the public, at the same time the economic benefit of landconsolidation is also taken seriously by people in the initial stage of the work. At present,there is still a gap between Yongqiao District, Suzhou City with the developed city on thelevel of land consolidation, the main reasons are the lack of scientific and reasonablebenefit evaluation system, the lower ability to foresee the economic benefits of landconsolidation, and finishing quantification of the economic benefits generated is notenough. Therefore, according to Yongqiao District’s own development features ofagricultural economic combined with the region’s natural environment andgeomorphological features to establish a comprehensive land consolidation projectevaluation criteria, select the distinctive characteristics of the evaluation, use the targetedevaluation method to evaluate the land consolidation project of Yongqiao Districtscientifically and reasonably, to provide a reference basis for better decision-making toguide future land consolidation. The background of the beginning and development of land consolidation in China areintroduced at the beginning of this paper, and by emphasizing the important role of landconsolidation analyze the necessity of the economic evaluation of land consolidation, andI comprehensive describes the domestic and foreign scholars’ relevant literature oneconomic benefit evaluation method and the status quo of land consolidation. Second,the author of this article elaborate the basic theories of the land consolidation in detailand for this article mentioned basic concepts explained and defined. The third part is abrief introduction of the Yongqiao District, Suzhou City Daying Town LandConsolidation project,include area’s natural environment, socio-economic status and thecondition of the land use before consolidate, analyzes the basic features of the projectand the the necessity of land consolidation in this area, as below economic evaluationprovides a factual basis. The fourth part is based on the principle of economic benefitsevaluation of the land consolidation, choosing reasonable evaluation indexes to do staticevaluation for the project, the single factor sensitivity analysis and break-even analysis,combine qualitative with quantitative to the evaluate the project; At the end of the article,by the results of studying summarizing the full text and put forward some suggestions forYongqiao District ’s future land consolidation.
