Study On Effectiveness Evaluation Of Ship Safety Inspector Training

With the rapid development of shipping industry,ship safety inspection has become an important work of maritime law enforcement agency and plays an important role in ensuring the safety of navigation and protecting the marine environment.In order to build a high level of ship safety inspector team,the maritime relevant department has carried out a great deal of ship safety inspector training work.However,as a crucial part of training work,training effectiveness evaluation has not received enough attention from maritime safety administrations;the effect of training is not timely and accurately measured and the training effect evaluation system is in great need to be improved.Firstly,this paper carded and compared the related literature at home and abroad,deeply studyed the basic theory of training effectiveness evaluation,including the human capital theory,adult learning theory and training transformation theory,establishing the theoretical basis for the study.Next,it sumed up the related research results.Based on Kirkpatrick’s evaluation model,the evaluation indexes were selected from four levels of reaction lever,learning level,behavior level and result level and conducted questionnaire survey on the maritime bureau of ship safety inspectors at all levels.The paper used exploratory factor and confirmatory factor to analyse the results to verify the structural validity of the questionnaire and guarantee the rationality and scientificalness of evaluation index selection,in order to build a training effect evaluation index system of ship safety inspectors.The system included training curriculum setting,training organization and implementation,training methods,training effect,the level the students’ enforcing law and team performance,six grade I index and twenty five grade Ⅱ index.Then,it adopted the analytic hierarchy process to distribute weight for each index.Combined with the evidence theory,it was applied to the evaluation of third PSC updating knowledge training to maritime bureau of the Ministry of Transport held by maritime bureau in Liaoning in 2016,providing a satisfactory results,which verify the practicality and operability of the system.Finally,this paper summarized the research results and put forward the prospects for future research.Although this study is based on the training effect evaluation of ship safety inspectors,the principle and method are widely used in the sectors of teaching the teaching effect.And the results of this study will embrace an extensive application prospect under the present condition where colleges and universities are performing a comprehensive and profouding teaching reform.
