A Study On The Implementation Of The Basic Pension Insurance System Of Urban And Rural Areas In Longhua District Of Haikou City

Office of the National Working Commission on Aging has published "Forecast of the Development Trend of China's Population Aging" in 2006, which has pointed out that our country has entered into aging society since 1999 and the trend of population aging is irreversible. With the continuous increasing of aged people, problems of imperfect pension security system as well as the backwardness of pension service industry development are becoming increasingly prominent; compared with cities, the pressure of aging problem in rural areas is greater. At present, our comprehensive national strength is increasing prosperously,the cause of people's livelihood insists on the principle of "promoting fair sharing and increasing public welfare" and promotes social transformation and harmonious development while develops the economy actively. It is the necessary requirement for our economic and social development to improve social security problem, set up uniformed basic pension insurance system in both rural and urban areas and ensure all the people enjoy the basic pension insurance, which not only promote fairness and justice and maintain social stability, but also enable people with stable expectation for the improvement of livelihood and is also of great significance in breaking urban and rural dual structure and promoting equalization of public services. During the two sessions in recent years, social security nearly ranks the top among all hot topics in every year. People are paying increasing attention to social security especially pension insurance problem.The 18th National Congress of the Communist Party of China has proposed to "promote coordinated development of the social security system in urban and rural areas, insist on complete, basic, multi-tiered and sustainable policies, with emphasis on increasing fairness,adapting to mobility and ensuring sustainability, build up social security system covering rural and urban residents comprehensively" with an undeniable tone. Under current background, it is of great significance to implement basic pension insurance system in urban and rural areas and guarantee system implementation effects.Haikou City has entered into aging society since 2002, which is with the highest aging degree among all cities in Hainan Province and the population aging problem is very prominent here. The implementation of basic pension insurance system in rural and urban areas protects the legitimate rights and interests of the aged effectively, promote the development of social pension model, improve the living standards of the aged practically,and build up solid foundation for realizing sense of security in a genuine way, which plays an active role in promoting harmonious social development as well as improving and ensuring livelihood.This paper has taken the implementation situation of the basic pension insurance system in urban and rural areas in Longhua District of Haikou City as example, introduced Smith model of public policies, made deep analysis of basic pension insurance system in Longhua District of Haikou City from four aspects of policy, execution mechanism, target group and policy environment, approved the achievements of basic pension insurance work in urban and rural areas; at the same time, summarized problems and reasons in the system implementation process and proposed countermeasures for improving the system implementation and hoped to provide reference for sustainable arid healthy development of basic pension insurance system in rural and urban areas and for the development of basic pension insurance system in rural and urban areas in our country.
