Research On The Problems And Countermeasuers In The Implementation Of The Pension Insurance System For Urban And Rural Residents In Yandu,Yancheng

With the increasing of the aging population,there is also the problem of supporting the elderly population,and the increasing number of the elderly population also brings greater pressure to the young.In this context,the pension problem of urban and rural residents has become one of the main contradictions in the current society,and has begun to affect the healthy development of society,therefore,we must pay attention to the proper solution of the pension problem of urban and rural residents,to ensure the stable development of society.As the most extensive resident pension insurance in China,how to play a greater role and effect of the pension insurance under the current situation is of great significance to properly solve the problem of resident pension and promote the healthy development of society.From the perspective of Yandu District,Yancheng City,this thesis first expounds the background of the topic selection and the significance of the research,and explains the current research status at home and abroad as well as the main content,research methods and research ideas of this research.Using the Smith public policy implementation model,by sorting out the insurance data of urban and rural residents’ endowment insurance,and analyzing from various perspectives such as insurance age,payment level,and number of insureds,it is found that in the current implementation process,the basic endowment insurance has a low security capability and is connected with other endowment insurance.Problems such as unsmoothness,difficulty in maintaining and increasing the value of funds,insufficient government financial subsidies,and serious fraudulent claims of endowment insurance.It is formed by the low payment ability of the insured population,the lack of information sharing between systems,the lack of main responsibility for system implementation,the greater local financial pressure,the difficulty of fund supervision,and the deep-rooted traditional pension thinking.Countermeasures and suggestions,such as improving the system design in the implementation of the system,strengthening the self-construction of the main body of the system,improving the awareness of the target group to participate in insurance,and improving the environment for the implementation of the system,in order to better implement the system in Yandu District and other similar areas.The basic endowment insurance for urban and rural residents gives some reference and thinking.
