Since the successful convening of the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China,the reform of the rural land system in China has gone through30years.What’s the most striking is the change in the household contract responsibility system, the circulation system of land use rights,etc. The implementation of these systems have greatly improved rural productivity, which has a profound impact on the national economy and society. In recent years, with the convening of the Third Plenary Session of the Fifth Plenary Session of the Communist Party of China, rural land property rights system and circulation system have received more and more attention of senior leadership.This article has carried out a detailed analysis of all aspects of the change of rural land property rights system and discuss the valid factors affecting farmers ’decisions.Through empirical study, we use the least squares method to prove the impact factors of farmers’net income include per capita arable land area, the market index, and the unit output value. We study the impact of institutional change on China’s rural efficiency, to prove policy performance of the second phase of the household contract responsibility system is significantly better than the first phase; policy performance of the first stage of the household contract responsibility system is significantly better than before. The level of efficiency is the internal driving force of the change of rural land property rights system. Finally, we discuss the changes and problems of the circulation system of rural land in China, explains the inevitability of the circulation of China’s rural land. We point out some negative issues in the transfer process.
