Research On The Issue Of Domestic Social Insurance Transferring

Along with Chinese economic reform,social market economy developing at very fast speed,more and more labor make job cross the province,as to this phenomena,give the birth to the transferring of social insurance.Social insurance transferring is the positive research to drive social insurance developing at a big stride.It is related to the benefit of person work in non-hometown province,furthermore it is the new requirement and challenge for the agent of social insurance.In 2010,<Interim procedure of basic endowment insurance transferring for citizen employee>and<Interim procedure of basic medical insurance transferring for migrant workers>were published and implemented.Make the tangible rule for basic endowment insurance and medical insurance transferring of migrant workers,but these two interim procedures is just the institutional not become legislation.Therewith,On July 1st 2017<Law of social insurance>was implemented,it is the real milestone for the social insurance;it filled the blank of Chinese social insurance law.It provided law basis for the social insurance of migrant workers.But two interim procedures and a law can’t fix the chaos of social insurance coordination hierarchy,seamless joint between urban insurance and urban and rural pension insurance,slow construction of social information system,account format of individual account and the difference of the ratio of the amount of personal accounts.All these issues,impaired rights and interests of migrant workers,strike the enthusiasm of interprovincial mobility of employment,baffle the development of market economy,and generate the unstable social factor.This thesis from current status of domestic social insurance transferring,analyze the current social background,summary the meaning of research,probe in to the reason why domestic migrant worker social insurance transferring is not smooth,and the negative impact to the whole society.Aimed at these issues which cause the unsmooth social insurance relationship transferring of migrant workers and used some foreign research experience as reference,bring forward some solution opinions and measures align with domestic situation,to meet the requirements of mass domestic migrant workers,create the fair and justice environment to obtain employment,swipe out obstacle in domestic social economic construction,build up one stable and harmonic economic social.
