The Study On Social Insurance Fund Social Supervision Problem In China

Social insurance is our country people’s basic benefits, is related to everyone’s vitalinterests, however, social insurance fund is the material base of the social security system.Itis of great significance.It is the national and social " safety valve " and "shock absorber ",and it is the ordinary people’s " life insurance money ". Social insurance fund socialsupervision is the embodiment of the people are masters of the country, is also the basicrequirement of China’s service-oriented government construction.The success of it’soperation is not only related to the interests of the vast number of participants andstakeholders, but also related to the safety and stability of the whole society.In this regard,China has deep and heavy lessons. However, in recent years the Chinese government hasformulated a series of policies and regulations to supervise the social insurance fund.Thefund supervision work has made great progress, but still has some issues,such asnonperfect fund supervision legal system, ineffective supervision and so on.Especially thesocial supervision, as an important component of the social insurance fund supervisionsystem, it’s supervision function is not fully expressed, even sometimes appears the statusof lost supervision and weak supervision. Social insurance fund involves the personalinterests of the fund payment.So how to ensure the efficient operation of social insurancefund, earnestly safeguard the legitimate rights and interests of the fund payment, establishand consummate the social supervision system of the social insurance fund in our country,and fully express the social supervision, is a very important measure.The paper includes the following contents: The first chapter summarizes the domesticand foreign research results of social insurance fund social supervision problems.Thesecond chapter defines the concept of the social insurance fund social supervision,at thesame time,reviews the theoretical basis.Based on the theory of social insurance operationand supervision, this paper deeply analysis the current situation and problems of the socialsupervision of the social insurance fund in our country,and puts forward the path toestablish and consummate it,combining with the social insurance fund regulatoryexperience abroad. The innovations of this article include the following two points:(1)Based on theforeign experience and China’s national conditions, this paper build a complete socialinsurance fund and social supervision system, including four principles and threemechanisms and six means.(2)This paper proposes the establishment of “social supervisioncommission” which is independently managed by the state department in China.
