| City Construction in China is accelerating the pace of urbanization, rapid population increase, city traffic pressure gradually, to ease the traffic congestion in the city subway traffic pressure, with its high efficiency, safety, environmental protection and high capacity characteristics,has become an important choice to solve the congestion of the city. Xi’an opened a Criss Cross subway construction planning, financing has become the key to ensure the implementation of the plan. Because the subway project to raise funds for construction difficult, long payback period, so the world subway construction are generally facing the shortage of construction funds’ and operating loss of two problems , the problem that the financing problem has become urgent solution in the development of city subway traffic.First of all,based on the current development status of domestic subway on the introduction, pointed out the necessity and urgency of the financing mode innovation,combined with the city rail transit financing mode, in order to provide a good reference for the diversification of financing and market financing mode. Secondly, through the introduction of related theories, from the enterprise background and the sources of funds for the Xi’an Metro existing financing mode for specific research, found that the current financing mode problems of capital from a single, over reliance on government funded and traditional bank loans. In the part of case analysis, taking Xi’an Metro Line A as the background, design three sets of financing plan, in consideration of the cost of financing, feasibility, risk and social benefits and so on, mainly by means of AHP and fuzzy comprehensive evaluation method, the PPP model is the best financing mode and feasibility analysis, conclusion. Show that the PPP model is a suitable for the current social environment and economic environment and financing mode. Finally, through the introduction of operation mechanism, Xi’an Metro Line A PPP mode preliminary scheme and implementation suggestions, provide overall framework and idea of PPP financing mode, and points out that the PPP model will become the development trend of future subway financing. |
