The Study For Programme Management Applied In Urban Rail Transit Project From The Perspective Of Stakeholders

In recent years,the construction of urban rail transit projects have many problems,such as high cost and limited investment,low utilization rate ofresource,multiple interests were failed to properly balance to many stakeholders,these problems have seriously restricted the city rail development.From the perspective of stakeholders,the study for program management problems of urban rail transit construction projects,aimed at finding a program managementpathway to achieve multi-stakeholder,and provided references to mountainous urban rail transit construction project management.The main work and conclusions are as follows:Firstly,the paper analyzedthe related researches home and abroad,based on previous research results,this paper defiined the meaning of urban rail transit project group management from the perspective of stakeholders.Secondly,the stakeholders of the interests of urban rail transit were defined,and the interest demands were analyzed.According to the characteristics of the project,and by the use of program management approach based on stakeholders,the program management processes and management mechanism of the project was developed,the organizational guarantee of the implementation of program management of urban rail transit was established.Then,the path of the realization of multi-stakeholder urban rail transit program management was explored,the quality function deployment was improved.Retaining the left walls,roofs,ceilings,room and floor sections of the house of quality,and different meanings were gaved,the quality house model based on fuzzy was built.With this model,the interest demands of stakeholders were expanded into the program management goals,program management goals were quantified.The interests of multi-stakeholder was achieved by the target's management.Finally,in combination with the theory and research method,this paper makes an empirical analysis on the project of the north extension of Chongqing metro line three,in order to show that the results of this study is feasible in practical application.Studies showed that the quality house model based on fuzzy set could be a good appeal to transfer the interests of stakeholders into the program management targets.Through the realization of the target program management,multiple interests were balancedbetter effect was obtained.
