Research On The Application Of PPP Model In Public Projects In China

PPP is short for Public-Private-Partnership,namely,public-private cooperation mode.Currently,PPP is a new hot spot of Chinese economy.From central to local,from government to enterprises,from state-own companies to private companies,from financial departments to real economy,almost all the attention is paid to PPP.Seen from a macroeconomic point of view,Chinese economy enters a new normal;economic growth slows down;the growth of local financial revenue descends.In this context,the popularization of PPP mode plays an important role in relieving government's financial pressure,controlling governmental debts,activating social capital,improving project construction and operation efficiency and driving economic growth.Therefore,PPP mode is favored by local governments at all levels.China vigorously popularizes PPP mode.On the one hand,the popularization of PPP mode can relieve the government's debt pressure and reduce government financial burden;on the other hand,PPP mode reveals higher national governance appeal,namely,PPP mode introduces market competition mechanism and market value investment idea,so that social capital with advanced technologies,abundant funds and rich management experience can participate into PPP projects.In this way,government functions can be transformed quickly;administrative functions can be separated from enterprises;governmental function dislocation,offside and vacancy can be solved,thus giving full play to government's advantages in economic planning and social capital's advantages in capital,technologies and management and jointly improving the construction of public products and operation efficiency as well as promoting the modernization of national governance system and governance ability.Taking public product theory,project classification theory and government failure theory as theoretical foundations,this thesis adopts various kinds of research methods including literature research method,normative analysis method,qualitative and quantitative research methods.On the one hand,the connotations and functions of PPP mode as well as the theoretical significance and meaning of the application of PPP mode are analyzed;on the other hand,from the practical aspect,the dilemma of the application of PPP mode in Chinese public projects is analyzed.Moreover,on the basis of the instance analysis,policy suggestions on promoting the development of PPP projects are put forward.This thesis comprehensively and deeply dissects the application mechanism of PPP mode in an innovative way and analyzes classic cases as well as comprehensively proposes feasible suggestions.In this thesis,there are both macro theoretical researches about PPP mode and specific and typical PPP project cases.To integrate specific cases into theories is of great reference significance to industry insiders' operating and researching PPP projects.
