Study On The Construction Of Quasi-public Infrastructure Projects With Private Capital

With the methods of comparative and empirical study, we have studied theconstruction of quasi-public infrastructure projects using private capital in othercountries, and tried to start the sewage treatment project in Tianjin Wind PowerIndustrial Park on the basis of private financing mode. In order to propound somesuggestions and modes to the construction of quasi-public infrastructure projects withprivate capital in Tianjin, we have studied the process of the introduction of privatecapital to public works in Tianjin, and analyzed the effects on the economy, societyand environment. Studies have shown that: firstly, the construction of quasi-publicinfrastructure projects using private capital needs to break the restriction of industry,region, ownership and profit; secondly, it needs to establish a fair and reasonablecompetitive mechanism; thirdly, it needs to study the feasibility of the financingmodes and investment institutions, strengthen communication and coordination withfinancing institutions; finally, it should learn successful experience in others cities,such as Beijing.
