Research On PPP Financing Mode And Risk Control In Song Shan Lake College Innovative Town Project

With the rapid growth of the national economy,the construction of infrastructure projects increasing demand by the state and local governments,China's infrastructure construction projects for social capital investment channels,the low efficiency of investment.Faced with these problems,the government vigorously promote the PPP project financing mode,effectively solve the government funding gap,alleviate the financial pressure of the government,and the effective use of social idle funds,improve the service efficiency and the implementation of the project.In the engineering project in PPP model,the government how to share responsibilities,establish cooperation mode and private enterprises,effective PPP project risk identification,rational allocation of government departments,investors and project builders risk and take effective countermeasures to control the risk of PPP project financing is the difficulty and key applications.This paper is based on the domestic and foreign PPP project financing research,through the research of project financing and risk management theory,information asymmetry and stakeholder theory,put forward the project financing risk control and project financing risk subject theoretical basis of interest relation;then through elaborated the PPP project financing connotation,PPP project financing risk influencing factors identification and risk classification study of the PPP project,risk sharing,inter relationship between steps and risk response methods;this paper will combine the Songshan Lake City Innovation Project and PPP mode,build the mode of operation of the PPP mode in the project and PPP financing cost benefit analysis,and analysis of various risk factors based on the innovation of Songshan Lake City PPP financing risk categories to seek financing risk identification and strategies for effective risk assessment and proposes relevant countermeasures.To provide theoretical basis for PPP financing risk control.At the same time,this paper explores the practical application of PPP financing mode,which makes it play the biggest role in the limited financial resources,improve the service quality and efficiency of public goods,and provide reference for the government in PPP project financing.
