The Research On The Risk Assessment And It’s Control Of The Shipping Financial Leasing

The ship financial leasing business has achieved rapid development recently inChina. It has led a large number of capital into ships、shipping and related upstream ordownstream industry chain, actively promoting the industry chain resources integrationsuch as shipping、shipbuilding, so it is more and more recognized and welcomed by theshipping company. But leasing projects as an big-investment, long-period, wide-rangleand complex system engineering, it has more uncertainty and high risk. From evaluationto the signing of the contract, and then to rent management, the neglect and improperoperation of any link may lead to the leasing company irreparable loss.Therefore it isnecessary to evaluate and control the risk of the ship financing leasing project byestablishing a set of scientific evaluation method and reasonable risk control systemTo solve this problem,firstly,this article analysis the influence factors of the shipfinancing leasing risk in detail.The model is applied in the ship financial leasing projectrisk evaluation,based on the study of back-propagation artificial neural networkcomprehensive evaluation model.This paper introduces the principle of the forwardpropagation process and back, the initial value setting, correction formula andBP-ANN model evaluation process; In addition, through selecting some ship financinglease project sampe and data,the paper use BP-ANN model based on the matlab todesign the mode,test the validation of the model and calculation risk evaluation on thecase.Finally,establishing an effective risk assessment mechanism of the ship financingleasing.Second, according to the shipping financing lease business’s phased characteristics,this paper introduces the ship financial leasing project’s risk control measures indifferent stages. It mainly includes the risk control measures in the stage of beforing therent, risk control measures in the stage of signing contract, risk management and controlin the phase of business executive.By introducing scientific risk assessment method and practical risk controlmeasures, author expectes this article can play a reference role in the risk management of the ship financing leasing institution, achieving an efficient, stable and safe operationon the management of rental agencies.
